What is it?

  • A new cybercrime tactic where fraudsters impersonate law enforcement (police, CBI, ED) to extort money.
  • They deceive victims into believing they are under “digital arrest” and must pay to avoid prosecution.

How it works:

  • Criminals use fake police IDs and manipulate victims through phone calls or messaging apps.
  • They demand a large sum of money to “compromise” the case and avoid legal action.

Government Measures (India):

  • Union Home Ministry alert to states and UTs.
  • Indian Cyber Crime Coordination Centre (I4C):
    • Blocked over 1,000 Skype IDs linked to the scam (collaboration with Microsoft).
    • Provides technical support to state police for investigation.
  • National Cyber Coordination Centre (NCCC):
    • Monitors cyber threats and facilitates information sharing for prevention.
  • Chakshu Facility (Sanchar Saathi portal):
    • Allows citizens to report suspicious communications (calls, SMS, WhatsApp).

International Measures:

  • Budapest Convention (on Cybercrime): India is not a signatory.
  • Internet Corporation for Assigned Names and Numbers (ICANN).
  • Internet Governance Forum (UN forum for cyber policy dialogue).

Way Forward:

  • Public awareness campaigns on cybersecurity and digital arrest scams.
  • Enhanced digital surveillance to detect and prevent illegal online activity.
