A.Famine Commissions in British India

  1. Campbell Commission (1866)
  • Investigated the Orissa famine (1865-66)
  • Criticized the government’s inaction despite warnings
  • Led to a shift in policy towards some government intervention
  1. Strachey Commission (1878)
  • Advocated for state intervention in food trade during famines
  • Established after another major famine (1876-78)
  1. Lyall Commission (1897)
  • Emphasized the importance of irrigation facilities to prevent famines
  1. MacDonnell Commission (1900)
  • Stressed the need for year-round preparedness by the government
  • Formed after a famine in 1899-1900
